TTM Healthcare have partnered with the Health Service Executive (HSE) for the recruitment of a Grade VII Project Manager located in Dublin. The Project Manager will be assigned to a programme of work and location will be flexible determined on assignment subject to reaching agreement on a minimum level of availability in Dublin each week. The post holder will be required to travel and attend routine meetings in Dublin.
The Grade VII Project Manager will support the implementation of a wide range of programmes and projects across Strategic Planning and Transformation.

The purpose of the post is to ensure projects that are to be implemented are delivered to cost, time and quality requirements through the application of the required standards, frameworks, tools and processes.
The establishment of this function in the HSE provides an opportunity for Health and Wellbeing reforms to be embedded into the core strategic planning capability of the organisation. This restructuring places responsibility for prioritising and coordinating Healthy Ireland implementation in the Office of the Deputy Director General, Strategy and Planning and is being led by the National Director for Strategic Planning and Transformation.

Responsibilities:
  • Implement robust project management methodology in line with HSE Programme for Health Service Improvement programme management methodologies and processes to enable successful project performance and delivery.
  • Work with the Programme Manager and all key stakeholders to define and deliver projects
  • Support development and management of projects
  • Identify and manage all resources and funding assigned to the project
  • Ensure that required supports are available to enable successful delivery of the projects
  • Manage the progress and completion of project tasks and activities
  • Ensure approval and acceptance of programme / project deliverables to agreed quality standards
  • Manage all aspects of programme/project delivery through the full lifecycle from initiation to closure.

Qualifications and/ or Experience:
Candidates must have at the latest date of application
  • Hold a relevant project management professional qualification such as, Prince 2, PMI or IPMA or equivalent.
  • Significant experience of implementing and managing change or quality improvement projects.
  • Experience of operating within a complex planning and programme management role and / or function within a multi stakeholder environment utilising some or all of the relevant disciplines including:
  • Project Management;
  • Project Delivery;
  • Risk and Issue Management;
  • Budget Management;
  • Resource Demand & Supply Planning;
  • Change Management;
  • Stakeholder Management.
  • Experience of managing and working collaboratively and cross functionally with multiple internal and external stakeholders, as relevant to this role.
  • Access to appropriate transport to fulfil the requirements of the role as post will involve travel.

Professional Knowledge & Experience
Demonstrates:
  • An extensive knowledge of Irish health services and HSE reform
  • Knowledge of the national and international policy environment in relation to improving health
  • Significant experience of using project management tools, methodologies and processes
  • Excellent project management skills and the ability to manage a range of projects simultaneously, with a robust evidence-based approach, attention to detail and delivery of results.
  • Strong understanding of research and information management/use of research/ evidence to inform practice, monitor progress, and improve services
  • Knowledge and understanding of public procurement processes
  • Experience of managing external contractors and suppliers
  • High proficiency in use of Microsoft Outlook, Word, Excel, PowerPoint
