Our Client is a large national voluntary organisation and are looking to recruit a Programme Manager for their regional Day Services.
 This post is part of the Senior Management Team and responsible for all Managers and Co-ordinators within the Day Services for the organisation.

Person Specification:  
 
Qualifications:
  • A recognised Healthcare Qualification i.e.  Nursing / Social Care/ Clinical / Healthcare qualification
     preferably at Masters Level
  • Evidence of continuous professional development
  • Management qualification
  • Proficient ICT skills
 
Experience:
  • Proven experience of working in a community setting
  • Experience of working in an environment supporting people with an Intellectual Disability
  • Have an indepth knowledge of the disabilities sector
  • Have a minimum of 5 years experience in a Management position
 
Professional Knowledge
  • Knowledge of all relevant legislation, regulation and standards as appropriate.
 
Desirable:
  • Knowledge of the organisation of health services and trends nationally and internationally.
  • Ability to source both theoretical and technical information.
 
 
 
 
 
Role and Responsibilities:
The Programme Manager will:
 
  • Take a leadership role in promoting the mission, vision and values of the Services.  Ensure that all the activities are in accordance with the philosophy, ethos and values of the organisation  and the policies established by the same.
  • Participate in the overall management of  the service as part of the Regional Management Team.
  • Ensure that the provision of a high standard of care, service and support to the Service Users and their families in the area is consistent with the mission, vision, values and strategic plan of the Region.
  • Demonstrate behaviour consistent with the values of the organisation..
  • Encourage recognition of the adult as an individual; ensuring their needs are given priority.
  • Oversee the delivery of services with all members of the multi-disciplinary teams.
  • Communicate with relevant teams regarding ongoing operations.
  • Communicate with Service Users, relatives and visitors on an ongoing basis.
  • Attend/chair meetings as required and keep staff briefed on developments in the Services.
  • Be familiar with all relevant policy documents of the organisation/Service as well as legislation and regulations governing the operation of the Services and to ensure compliance with same.
  • Oversee and co-ordinate the quality and safety system including all aspects of risk management and Service user involvement in Day Services.
  • Endeavour to keep abreast of recent trends and developments nationally and internationally in relation to best practice within the intellectual disability sector.
  • Be responsible for the recruitment, development and supervision of staff.  Motivate, develop, performance manage and provide leadership to Day Services.
  • Facilitate the arrangements necessary and participate where appropriate, in education and training of other staff as the need arises.
  • Be responsible for the development and implementation of local policies and procedures.
  • Liaise with external organisations in order to promote and maintain good working relationships and high standards of care and support for Service Users.
  • Create and promote open communications, healthy working relationships and stimulate initiatives amongst the team.
  • Undertake such other duties as may be assigned from time to time by the Regional Director.
  • Ensure the effective management and implementation of the Incident Management and Risk Management processes within the Day Services, including management of the adverse event reporting process in line with internal procedures and regulatory requirements.
  • Ensure the implementation of appropriate controls for the application of intimate support for Service users.
  • Ensure adequate controls are implemented for the protection of the Service Users' property.
  • Provide Service Users with access to education, training and employment opportunities in line with their Person Directed Plan and “New Directions”.
  • Ensure where appropriate that food and nutritional plans are followed.
  • Ensure that correct procedures are adhered to in relation to accidents and investigations and that proper reporting arrangements are in place.
  • Ensure that recommendations from reviews of complaints and incidents are implemented.
  • Establish communication and collaborative networks with the staff in other departments in order to ensure safe, responsive integrated systems of care and support.
  • Promote a culture of continuous quality improvement and the development of innovative models of service delivery.
  • Ensure Person Directed Plans (PDP) are developed in consultation with service users and his/her circle of support.
  • Ensure in collaboration with the Service Users and their circle of support that their finances and assets are effectively managed and protected where relevant.
 
 
Leadership and Accountability:
  • Provide strategic leadership and direction for Service Users and related services which results in the delivery of effective, efficient, quality assured and person directed plans.
  • Develop a shared sense of commitment and participation among staff in the management of change, the development of the Day Services in line with “New Directions” and in responding to the changing needs of service users.
  • Be responsible for strategy and policy on practice development, education and professional duties imposed by statute or determination.
 
Human Resources Management:
  • Participate, as required, in the recruitment, selection and appointment of all staff within the Day Service.
  • Facilitate the disciplinary / grievance procedure as required at an appropriate level in consultation with Human Resources.
  • Ensure the optimum and effective use of staff through efficient rostering, skill/grade mix planning, workload measurement, staff profiling and deployment.
  • Promote and maintain a safe environment for staff.  Develop and implement Health & Safety strategies in consultation with appropriate personnel.
  • Ensure the Regional Administrative/ Operational Manager and Human Resources Officer are informed on all issues in relation to personnel within their area of responsibility.
 
 
Finance:
  • Ensure expenditure is controlled within budget and identify potential for efficiency saving through improved practices and innovation.
 
 
Conditions of Employment  
 
Remuneration: Department of Health and Children Consolidated Salary scales:  
 
Superannuation All staff members will be required to join the Nominated Health Agencies Superannuation Scheme or the Single Pension Scheme - whichever apply.  
 
Annual Leave: The holiday year runs from 1st January to 31st December and the annual leave allowance for this position is 28 days.  
 
Working Week: 39 hours per week
