Service Manager


Job Description

Moorehaven, a disabilities service based in Tipperary Town and currently working with TTM Healthcare to source CV's for the role of Services Manager.
The service has 17 Service users in Residential Care and 35 attending Day Services.
The role involves managing the Day Services while also having responsibility for the Person in Charge who will be managing the Residential/Respite part of the Services.
The Day and Residential Service Co-ordinator is responsible for the overall co-ordination of:
  1. the day activity programmes - Day Activation & Horizon 1 programmes
  2. the in- house transport service,
  3. the 2nd and 3rd level student placement programme  
  4. the volunteering service
  5. the Solas placement scheme
  6. overall responsibility for the residential service
The person appointed will be a PPIM, i.e. person participating in management, HIQA and will provide on call support to residential team according to a rota.
Main Duties and Responsibilities:     
1. Linking in daily with the PIC on duty.
2. In the absence of the PIC going through the daily residential communication books.
3. In the absence of the PIC taking residents to clinics/doctors' appointments.
4. Meeting weekly with the PIC and deputy PIC.  In the absence of both maintain residential rosters and medication charts.
5. On-call duties for the residential service.
6. In the absence of the PIC rostering/organising relief staff as required.
7. Administration of medication.
8. Be familiar with MooreHaven Centre policies and procedures and ensure that they are implemented and maintained, person will be involved in reviewing policies and putting new ones in place, when necessary.
9. Co-ordinate the smooth running of the two activity day programmes within the MooreHaven Centre ensuring that an environment is created which is conducive to the wellbeing of each individual, i.e. mindful of the respect and dignity of each individual person in the programmes.  This will include buying in of external activities and providing internal activities as required.  
10. Initiate, maintain and co-ordinate the Person Centred Planning process for each individual in the programmes.  
11. Supervision of staff of the 2 programmes, including Solas participants, Volunteers and organising relief staff as required.
12. Liaising with families and external stakeholders as appropriate.
13. Co-ordinate bus drivers and organise relief bus drivers (out of hours if required).
14. Co-ordinate and supervise 3rd level, 2nd level and transition year students within the service.
15. Update service user's timetables and monitor staff to service user ratios.
16. Monitor and update risk assessments for service users as required.
17. Liaising with HSE staff regarding service user issues.
18. Attend meetings as required.
19. Supervision of yard in the morning time if required.
20. Liaise with families especially around the Person Centred Planning process to ensure that the individual service user is supported, in accordance with the menu of supports under 12 Areas, as outlined in the HSE New Directions National Policy.
21. Attend and participate in staff meetings and other case conferences, as required.
22. Attend internal and external training appropriate to the position and keeping professionally competent.
23. Implement health and safety policy in accordance with the safety statement of the service.  Ensure that all personnel are familiar with emergency and other operational procedures and regulations i.e. fire evacuation procedures and fire drills.
24. Develop a good team working ethic within the staff team in the day activity programmes.
25. Ensure that the high standards of professional care are maintained at all times, according to Code of Practice for all Persons who Support Adults in MooreHaven Centre.
26. Ensure that correct procedures are adhered to relating to the collection, storage, administration and safe keeping of drugs and that medical records and reports are kept / completed, administer medication as required.
27. Ensure that in the event of accidents, incidents, near misses that they are fully investigated and written reports forwarded as appropriate, according to Accident, Incident, Near Miss Policy.
28. Report any concerns of abuse to the designated officer by completing the concern of abuse report, as the initial step to the screening process for the designated officer.
29. Maintain the highest standards of confidentiality at all times, according to Confidentiality Policy.
30. Ensure that personnel are effectively deployed and motivated, according to the Employee Wellbeing and Welfare Policy, MooreHaven employee handbook
31. Maintain a high standard of work performance, attendance, appearance and punctuality at all times, according to Code of Practice for Staff Policy.
32. Ensure that good working relationships are maintained with colleagues at all times, according to Communication, Co-ordination & Teamwork, in the  MooreHaven employee handbook.
33. Organise induction of new staff to their duties and ensure that regular reports on performance are given to day service manager during probationary period, according to Induction Policy & Checklist, Employee Handbook.
34. Maintain and update staff files and organise training, refresher courses.
35. Provide effective leadership for staff within the programmes and the residential service.
36. Ensure that all staff allocated to the programmes are made aware of their duties; monitor employee performance, ensuring it is in accordance with professional standards, carrying out performance appraisal reviews and ensuring these are returned by required date, according to Performance Management, Staff appraisal, MooreHaven Employee Handbook.
37. Participate in Annual Performance Review of the Service and organise annual service user's surveys.
38. Any other duties as may be assigned from time to time.
This post is currently based in the MooreHaven Centre, O'Brien Street, Tipperary town.  However, in line with the HSE New Directions National Policy the location of the day service programmes may change to a service location off-site in which case the post holder's location will change.

Eligibility Criteria:     Candidates must have at the latest date of application: -
  • Social Care degree or equivalent
  • Experience at middle management level
  • A proven ability to manage and deliver programmes
  • A track record of successful leadership
  • A record of delivering change, working in a complex environment through strong interpersonal and communication skills
  • The requisite knowledge and ability (including a high standard of suitability and management ability) to discharge  the duties of the office.
